About This Position

Under the direction of the Director of Public Works, this position supervises assigned staff and oversees all activities related to the operation and maintenance of Village streets, vehicles, buildings, and equipment. The role leads staff to ensure work is completed safely, efficiently, and to a high standard. It requires hands-on leadership, sound judgment, and strong planning skills, with the opportunity to make a visible and positive impact in the community.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The following is illustrative of the essential duties of the position and does not include other nonessential or peripheral duties that may be required.
  • Oversees the day-to-day operations of the Public Works Department.
  • Supervises staff, including scheduling, conducting performance reviews, and administering discipline when necessary.
  • Reviews and verifies timecards and manages leave and vacations of personnel, maintaining accurate personnel records.
  • Assists with recruitment and hiring for full-time, temporary, and seasonal Public Works employees.
  • Oversees maintenance of Village buildings, vehicles. Equipment, and supply inventories.
  • Assists in developing bid specifications and advertisements for new equipment, facilities, and supplies.
  • Assists in developing, implementing, and reviewing long range goals and objectives, as established by the Village Board.
  • Assists in the preparing, presenting, and recommending Public Works Department budgets.
  • Assists in preparing and maintaining records of the Public Works Department activities.
  • Oversees traffic control planning and operations for Green Bay Packer gamedays, Resch, and Expo Center events, run/walk events, and community special events.
  • Assists Public Safety in coordinating operations during major incidents and events (such as accident cleanup, fire incident traffic control, storm cleanup, or presidential/dignitary visits).
  • Oversees Village Compost Site operations and ensures WDNR compliance.
  • Advises and attends board and committee meetings as required by the Director of Public Works.
  • Administers and promotes safety programs for Public Works personnel.
  • Manages equipment and personnel for all winter maintenance related activities.
  • Manages daily solid waste collection and disposal operations including monthly large item collection.
  • Coordinates review and correction of utility failures ahead of pavement maintenance projects.
  • Oversees the installation and maintenance of street and traffic signs, street painting, and parking/traffic/crosswalk markings.
  • Meets regularly with lead mechanic to ensure smooth and timely repairs of Village’s fleet.
  • Oversees and participates in the department’s on-call rotation and remains available for after-hours response as required.
  • Investigates and resolves public complaints related to street repairs, traffic signage, and other public works activities.
  • Directs and oversees the cleanliness and appearance of all Right of Ways within the Village
  • Performs such other duties as may be assigned by the Director of Public Works.
ESSENTIAL KNOWLEDGE, SKILLS, AND ABILITIES
  • Thorough knowledge and familiarity with standard principles and practices of Public Works and Street maintenance work and with all varieties of materials and equipment.
  • Considerable knowledge of methods, procedures and equipment used in Public Works efforts and the proper utilization of labor and equipment for these purposes.
  • Ability to plan and direct the work of others, working with other Village departments and municipal agencies.
  • Ability to establish and maintain effective working relationships with employees, Village officials and the general public or any combination of qualifications, knowledge and abilities that yield the necessary qualities to perform the required job duties.
  • Must establish permanent residence within fifteen (15) miles of the incorporated boundaries of the Village of Ashwaubenon within the first twelve (12) months after the date of employment.
MINIMUM EXPERIENCE, EDUCATION, AND TRAINING
  • An associate degree or technical training in construction management, a skilled trade, or construction equipment operation and maintenance is highly desirable, or any equivalent combination of education and experience that provides the required knowledge, skills, and abilities.
  • Public Works Supervisory Academy Certificate or equivalent training or obtain within twenty-four (24) months of hire.
  • Minimum of five years of Public Works maintenance experience and/or ten years of hands-on maintenance and operations experience required.
  • Minimum of five years of supervisory experience preferred.
  • Valid, unencumbered State of Wisconsin Commercial Driver’s License.
  • Basic computer skills and familiarity with office software (MS Office), GIS, and other technical programs relevant to public works operations.
PHYSICAL DEMANDS
  • Lift up to 50 pounds
  • Carry up to 50 pounds
  • Frequent sitting, standing and walking and occasionally required to climb, balance, reach, stoop, kneel or crouch.
  • Ability to use various tools typically used for the completion of plumbing, piping, HVAC, and electrical installations, and carpentry work.
  • Ability to focus on projects for long periods of time
  • While performing the duties of this job, the employee is frequently required to sit, stand, walk, use hands and fingers, reach with hands and arms, and talk and hear.
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus.
  • Ability to read/write English
