Description

Directs the activities of the university payroll staff and develops and manages end-to-end controls for payroll processes to timely, accurately, and consistently pay as well as properly report earnings for UCM's nearly 5000 employees annually. Provides leadership for the day to day operations of the UCM payroll department. Develops, maintains, administers, and audits payroll policies, practices, and procedures consistent with the university compensation and benefit plans, institutional policies and procedures, accounting principles, governmental tax laws, statutes and regulations. Directs the development, implementation, and maintenance of the payroll software system, as well as any third party payroll related systems required for the production of UCM payrolls. Coordinates service delivery excellence efforts as well as drives process improvements and automation to provide consistently accurate, efficient and cost-effective payroll services for UCM. Provides advice and counsel to all levels of management for the interpretation and application of various policies, practices, and regulation as they apply to employee compensation, taxation, and benefits.

Examples of Duties

Responsible for UCM tax compliance activities, including the interpretation, communication, and compliance for all payroll tax laws and regulations with federal, state and local agencies. Position ensures accurate reporting of employee earnings and timely deposits of withholding liabilities to appropriate agencies. Prepares and deposits funds and/or files reports to include: 30%
  • Accurately calculates and submits timely all federal employee withholdings plus university matching funds through the EFTPS (Electronic Funds Payment System) as required per payroll
  • Prepares and reconciles quarterly IRS 941 Report for federal, social security and medicare taxes
  • Accurately calculates and submits timely all state employee withholdings electronically to the State of Missouri per payroll
  • Prepares monthly 941P Report for State of Missouri
  • Annual W-2 Form distribution to employees
  • Prepares and submits electronically annual W-2 data file of tax year employee earnings to Social Security Services
  • Prepares annual ACA 1095C Forms for employee distribution in coordination with Human Resources
  • Prepares and submits electronic annual 1094C data file for ACA employee health information to IRS
  • Oversees distribution of annual Forms 1042S non-resident alien, international employees with tax treaty benefits, NRA independent services, and NRA student scholarship recipients without tax treaty benefits.
  • Oversees electronic submission of annual 1042S data file for NRA recipients to IRS
  • Oversees preparation and submission of annual 1042 year-end report for NRA recipients to IRS
  • Responds to questions and special requests from employees, administration and regulatory agencies regarding earnings, taxes, withholdings and reporting procedures
  • Responds to any notices ( IRS / SSA ) or potential federal and/or state audit proceedings
  • Prepares and submits GASB68 payroll information
  • Prepares fiscal year end accrual information for external auditors
  • Oversees reconciliation process of payroll accounts to general ledger

Responsible for appropriate interpretation, research, review, and implementation of new, proposed, and unique complex tax and/or compliance related payroll issues to include: 25%
  • Provide interpretation, direction and compliance for tax treatment of international (non-resident alien and resident alien) university employees, independent contractors and student scholarship recipients. Oversees payroll specialist responsible for UCM compliance and serves as back-up for the position. (See position description for 998925)
  • Provide interpretation, direction and compliance with federal and state regulations relating to employee wage assignments ( IRS tax levies, child support orders, federal student loans, garnishments). Oversees payroll specialist responsible for UCM compliance and serves as back-up for the position. (See position description for 999336)
  • Provide interpretation, direction and compliance for employee fringe benefit taxation. (employer provided vehicles, gifts, awards, prizes, educational assistance, employee housing, departmental clothing, meals, etc.)
  • Provide interpretation, direction and compliance with federal and state regulations for new or proposed employer mandates as they relate to payroll. (Affordable Care Act, FLSA White Collar Act, etc.)
  • Provide interpretation, direction and compliance for federal and/or state minimum wage laws
  • Interpret UCM policies affecting payroll procedures
  • Ensure payroll transactions are properly classified and in compliance with general accounting principles and audit requirements

Responsible for the oversight of the ERP PR payroll system and all third party payroll related systems to include: 20%
  • Responsible for the integrity of the payroll database
  • Responsible for system implementation when applicable
  • Responsible for the oversight of Banner upgrades, updates, and patches related to the HRS payroll system
  • Responsible for management of the PR Banner control tables and master files
  • Responsible for oversight of UKG Time and Attendance system
  • Responsible for oversight of Windstar International Tax Navigator system
  • Works closely with payroll staff, Human Resources and Applications Manager in identifying system needs as well as formulating system request and recommendations in cooperation with the Office of Technology and within UCM funding abilities.

Other Responsibilities to include: 25%
  • Accountable for audit support, compliance support, service delivery excellence, process improvements, staff development and cost effective payroll services
  • Design, develop, and implement payroll business processes and policies
  • Foster an environment in which customer needs and requirements are anticipated and expectations are exceeded
  • Develop and maintain payroll disaster recovery methodology
  • Develop and maintain payroll retention policies to exceed federal and/or state mandates
  • Design, implement, and maintain proper segregation of duties and strong internal audit controls
  • Design and manage payroll strategy, planning, communications, and marketing for payroll function and related services
  • Plans, organizes, distributes and monitors the work load of positions in payroll. Assures workload is distributed to ensure deadlines are met and staff members receive appropriate direction, training and assistance to resolve issues. Delegate authority to payroll staff to enable them to make appropriate decisions to enhance efficiencies of the processes, customers and department.
  • Responsible for planning, development and coordination of the payroll calendar to encompass pay activity for the tax, academic and fiscal years
  • Work closely with functional managers and administration to define needs and requirements of all areas of the university and work to design programs, plans and training to support and improve services as needed
  • Special reports and/or projects as needed for UCM administration


Typical Qualifications

Education:
  • Bachelor's Degree in Accounting, Finance, Business, Human Resources or related field.
  • Education may be substituted for experience or experience may be substituted for education based on the following: AA = 2 years experience; BA/BS = 4 years experience; MA/MS = 6 years experience; PhD = 8 years experience

Experience:
  • Five (5) years of continuously progressive experience overseeing a corporate/university payroll function for an organization with 500 or more employees required.
  • Higher education experience preferred.
  • Must possess a full understanding of academic, integrated administrative computing system (Preferably Banner).
  • Three (3) years supervisory experience, preferably in payroll.
