About This Position
Bluestone Real Estate Services invites applications for a full-time Property Management position. Bluestone Real Estate is a leading property management company dedicated to providing exceptional service and enhancing the living experiences of our residents. As a Portfolio Manager, you will oversee the operations of a portfolio of house, plex and/or multifamily properties. You will ensure the efficient management and compliance of all aspects of the properties, including leasing, maintenance, financial management and tenant relations. You will provide a high level of service to the clients that you manage properties for.
This position is located in Salem, Oregon (it is NOT a remote position). The schedule for this position is M-F but can involve other days and hours.

General Duties
- Ensure properties are operating at peak physical, aesthetic, and financial performance.
- Hire, motivate, discipline, provide guidance and leadership to direct and indirect reports and other members of the property management team, if applicable.
- Serve as an escalated contact for a wide range of tenant, applicant and prospect issues, fostering positive relationships and addressing concerns promptly and professionally while noting communications in property software.
- Know, comprehensively understand and be able to cite/reference all rules, regulations, policies, procedures, industry standards and common best practices, as they pertain to the operation of residential real estate in the state of Oregon and/or Washington.
- Complete annual property budget preparation, operating expense reconciliations, and other accounting related projects such as bill coding/payment and collections.
- Monitor property delinquencies and ensure timely collections and proper distributions of the properties’ financials along with preparing a monthly client report.
- Visit properties regularly to inspect them and ensure they are in line with company’s standards, following proper safety protocols and following department procedures.
- Meet with clients on a regular basis to review property performance and compliance.
- Oversee and, at times, participate in all processes of property management for each property which includes leasing, renewals, turnover, take over, compliance, communication and tenant relations.
- Oversee as well as create, assign and authorize maintenance requests which includes coordinating capital projects, insurance claims, finding/directing vendors, meeting vendors onsite and ensuring the satisfactory and timely completion of any work started.
- Respond to emergency calls during and after normal work schedule, as requested.
- Report accidents/emergencies immediately by completing an incident report.
- Perform other job duties as assigned.
Required Qualifications
- Minimum 2 years’ experience in property management or related role.
- Advanced knowledge of statewide and local landlord-tenant regulations.
- Excellent supervisory skills, including training, developing and motivating employees.
- Strong communication skills (written and verbal), including the ability to use tact and diplomacy in sensitive situations, while maintaining confidentiality.
- Proficient use of office equipment such as laptop, printer, scanner, etc. and Microsoft Office software, such as Teams and Outlook.
- Valid Driver’s License, active insurance and reliable transportation if employed at multiple properties or living offsite and required to participate in the rotating on-call program.
Preferred Qualifications
- 4 years or more experience in property management.
- 2 years’ experience managing people.
- Experience with and proficient use of property management software programs, such as AppFolio, ShowMojo and/or Avid.
- Proficient in setting priorities, managing time to meet deadlines and organizing tasks & projects.
- Strong attention to detail.
Physical Requirements
- The ability to sit, stand, walk and climb stairs is frequent.
- The ability to lift up to 30 lbs. is occasional.
