We are seeking a Project Manager (PM) to lead and manage a team in meeting all federal contractual requirements related to the contract award. This includes oversight and programmatic administration of discretionary grants funded. This work environment requires a team that possesses high levels of analytical, decision-making and communication skills as well as technical expertise to assess grantee performance using a wide variety of analytical tools and measures to provide time-sensitive, technically accurate guidance to grantees in a wide range of programmatic and financial management context. Many functions are driven by documented processes to enable accuracy and reliability in the results. The PM will provide and direct the team in meeting the schedule for timely high-quality deliverables. The PM will work with the Contract Officer Representative (COR), and the regional leadership to provide customer support and perform project functions in a high volume, fast-paced environment.

Key Responsibilities

  • Serve as on-site supervisor for the FM Talent Team, leading in execution of all tasks and administrative functions
  • Team leadership includes ensuring high quality performance, team support, staff retention and recruiting, administrative tasks like timesheets and expense reports, preparing performance reviews and assisting with goal setting.
  • Ensure staff provide the highest level of customer service to recipients and the federal client.
  • Maintain a small recipient caseload as needed
  • Initiate frequent and ongoing communication with assigned grantees regarding grant applications, program status and activities, and overall HS grant-funded operations.
  • Ensure grantees receive pertinent information, including Information Memorandums, Program Instructions, and announcements regarding initiatives, priorities, and quality expectations.
  • Provide ongoing assistance to grantees by facilitating the interpretation and understanding of Federal Head Start Performance Standards.
  • Provide consistent oversight and support to grantees to ensure full compliance with all Federal regulations.
  • Support of corporate policies, business rhythm, and initiatives.


Qualifications

Bachelors degree in business, public administration or related field; Master’s degree preferred, from an accredited university or college.

Required

  • At least 10 years of relevant and progressive post-baccalaureate professional experience managing client services projects of the size, scope and complexity similar to the proposed project, with a minimum of five years of progressive supervisory experience.
  • Demonstrated proficiency/experience in successfully developing, implementing, and managing/improving complex, high profile, multi-faceted projects including experience in implementing quality assurance systems that improved the provision of client services.
  • Demonstrated proficiency to review, aggregate, and present data gathered from multiple sources. Strong analytical, problem-solving and decision-making capabilities.
  • Demonstrated proficiency to communicate clearly, both orally and in writing, and produce high quality written products such as memoranda, presentations, and correspondence.
  • Strong knowledge and experience with Head Start Performance Standards, all applicable federal, state and local laws, rules and regulations, child development, and program operations.
  • Ability to provide onsite and virtual leadership.
  • Ability to travel occasionally as needed.
  • Program specialist experience preferably with the Office of Head Start.

Preferred

  • At least 5 years of progressive professional experience directly related to task activities including federal discretionary grants management, non-profit or for-profit program and/or financial management, and regulatory compliance monitoring and oversight.
  • Demonstrated understanding of contract management
  • Ability to provide ongoing monitoring support to grant-funded programs.
  • Quality management experience
  • Strong customer relationship skills
  • Demonstrated ability in utilizing a variety of web-based and off-the-shelf data management software packages and familiarity with Microsoft Office.
  • Experience using Smartsheet project management tool.
  • Ability to lead effective teams, manage schedules and work distribution to ensure timely deliverables
  • Ability to be flexible and manage change
  • Ability to exercise good judgment, discretion, tact, and diplomacy
  • Must be process oriented and highly organized with attention to detail
  • Eligibility to acquire public clearance which can take 4-10 weeks

  • Tasks and activities include:

  • Execute on all contract requirements for project
  • Key communication with client, stakeholders, team, management -
  • Support region’s leadership group in mission execution, strategic planning, customer service, etc.
  • Manage master schedule, develop, monitor, and update timelines to provide timely high-quality deliverables
  • Develop task allocations and monitor staff completion to assure timely delivery to client
  • Provide mentorship and support to staff in executing tasks and developing deliverables
  • Oversee contract deliverables and tasks and implement quality controls to ensure products and services meet or exceed client expectations.
  • Review of deliverables for quality
  • Provide oversight and guidance to staff in the execution of project management activities
  • Lead weekly management and daily stand-up meetings as needed to support contract execution - including documentation of meeting actions and decisions
  • Manage project budgets and prepare financial and progress reports
  • Maintain and develop process documentation and other job aides to support task execution and service delivery
  • Manage project budget and facilitate billing and collections
  • Manage project resource allocation
  • Manage a small recipient caseload
  • Plan and schedule project timelines
  • Track project deliverables using appropriate tools
  • Quality assurance implementation and practices
  • Ensure customer satisfaction
  • Management subcontractor collaboration
  • Monitor and report on progress
  • Implement and manage project changes and interventions to achieve project outputs
  • Staff management – hiring, performance, training, monitoring
  • Execute using project management practices
  • Maintain performance high contract rating
  • Others as assigned
