Purpose of Position

Under the supervision of the Housing Stability and Client Success Manager, the Landlord Liaison serves as the primary representative for outreach to and engagement with the landlord community across Spokane Housing Authority’s service area. The Landlord Liaison develops and implements strategies to educate landlords on SHA programs, works to expand the pool of landlords interested is partnering with SHA, helps SHA clients locate and connect to available rental units, and supports both SHA clients and landlords for successful housing outcomes.

Essential Duties and Responsibilities

Outreach, Marketing, and Customer Service

  • Perform landlord outreach through meetings, presentations, and community networking events.
  • Develop and maintain connections with landlords to increase housing access for homeless youth, families, and individuals.
  • Coordinate outreach efforts with local partners such as apartment associations and tenant councils.
  • Organize and lead briefings, information sessions, and educational seminars for landlords and tenants on topics such as landlord-tenant law and voucher programs.
  • Collaborate with SHA departments to ensure timely payment distribution and effective communication with landlords.
  • Build a professional network within the property management and real estate industry.
  • Administer SHA’s Landlord Incentive Fund to support eligible households in securing housing.
  • Maintain current knowledge of SHA programs and processes.
  • Design and facilitate regular opportunities for landlord orientation, engagement, and feedback. Serve as a primary point of contact for landlord inquiries. .
  • Support the eligibility and approval process by conducting outreach to voucher holders approaching expiration.
  • Conduct semi-annual and annual landlord satisfaction surveys, analyze results, and coordinate service improvements.
  • Utilize HMIS database to support referrals and eligibility for MTW incentives and project-based units.

Expansion of Housing Options

  • Develop equitable marketing strategies and track outcomes to inform strategic adjustments.
  • Support SHA’s objectives and goals for deconcentrating poverty.
  • Participate in task force groups, housing coalitions, and local partnerships focused on improving neighborhood access.

Documentation, Reporting, and Research

  • Track outcomes and maintain documentation for landlord engagement efforts.
  • Maintain an inventory of available units and landlords interested in partnering with SHA.
  • Prepare and deliver regular reports for internal use and funding partners.
  • Monitor agency leasing statistics and rental market data and recommend system adjustments to maximize housing opportunities. Complete special reports and research as directed.
Requirements:

Competency Requirements

Community Engagement and Industry Knowledge

  • Familiarity with Spokane’s rental market, including local geography, schools, transportation, and community resources.
  • Strong knowledge of housing assistance programs, Fair Housing, and landlord/tenant laws.
  • Ability to build and maintain landlord and client relationships across diverse communities.

Technology and Data Tracking

  • Skilled in Microsoft Office Suite.Use of mapping tools and databases to analyze neighborhood trends and track outreach success.
  • Comfortable with HMIS and other housing program databases.

Public Speaking and Facilitation

  • Confident presenting to large audiences, facilitating workshops, and responding to challenging questions.
  • Ability to educate landlords and tenants on housing programs and policy benefits.

Problem Solving and Critical Thinking

  • Skilled in interpreting regulations and applying them in complex, real-world scenarios.
  • Capable of resolving challenging housing disputes and client/landlord concerns effectively.
  • Independently initiates projects and manages competing priorities.

Communication and Collaboration

  • Works with internal and external stakeholders in a professional and inclusive manner.
  • Demonstrates cultural humility and supports SHA’s DEI efforts.
  • Maintains confidentiality and contributes to team morale.

Education Level and Experience

Required Qualifications

  • High school diploma or GED equivalency.
  • At least three years of general office experience in program administration, housing services, or related fields.
  • Preferred Qualifications
  • Experience in public housing authority operations, property management, non-profit organizations, or government agencies. Any equivalent combination of experience and training which provides the knowledge and abilities necessary for the role.

Certifications and Requirements

  • Must have an acceptable credit history.
  • Must have and maintain a valid driver's license, reliable transportation, satisfactory driving record, and adequate insurance coverage according to SHA policy.

Essential Physical Abilities

This position requires the ability to:

  • Remain in a stationary position for prolonged periods of time.
  • Move/traverse within a multi-level office space, to/from community partner locations, and various meeting spaces.
  • Often move/transport equipment and supplies that may exceed 30 pounds.
  • Constantly operate a computer and other office productivity machinery, such as a calculator, copy machine, and printer.
  • Communicate frequently, effectively, and accurately with internal and external partners.

Work is both sedentary and field based. The employee is exposed to varying weather conditions.

The role includes interactions with landlords, residents, and individuals experiencing housing instability.

Must be able to fully function in a drug-free environment: history free of criminal/drug felony convictions.
