Project Engineer for General ContractorMadison, Wisconsin

Job Type
fulltime
Description:

Build your career in construction management with an award-winning Midwest multifamily builder.

With nearly 40 years of construction and development experience, Horizon builds multifamily housing and other signature projects—including master-planned mixed-use neighborhoods, commercial/retail, and themed hotel waterpark resorts—across Wisconsin, Illinois, Indiana, Iowa, and Michigan.

As a Project Engineer, you’ll support high-impact multifamily construction projects from preconstruction through closeout, backed by an employee-first culture recognized as a Top Workplace for seven consecutive years—and the mentorship and growth opportunities that come with it.

The Project Engineer supports successful project delivery by coordinating information flow, documentation, and field support from planning through closeout. You’ll work closely with Project Managers, Superintendents, subcontractors, and clients to help manage RFIs, submittals, drawings, schedules, budgets, and closeout documentation—keeping the project aligned with scope, quality, and safety expectations. This is an excellent opportunity for an early-career construction professional to grow into a Project Manager path within a respected, high-performing organization.

What you’ll do – Construction Management

  • Support project planning by reviewing requirements/specifications and helping coordinate schedules.
  • Help manage construction drawings, document control, and permitting workflows.
  • Assist with bid solicitation, scope review, and contract document preparation.
  • Monitor project schedules and support quality walks/inspections to meet project standards.
  • Attend and document project start-up, subcontractor, owner, and progress meetings (agendas, minutes, action items).
  • Support project cost management: budget tracking, buyout support, forecasts, invoices, purchase orders, and change orders.

What you’ll do – Field Operations

  • Assist with field quality audits to verify workmanship, materials, and installation standards.
  • Create and help drive punch list completion; track corrections through closeout.
  • Support site safety planning, toolbox communication, and compliance with Horizon and OSHA expectations.
  • Partner with the Superintendent to identify and resolve deficiencies, RFIs impacting field work, and potential hazards.

What you’ll do – Project Coordination

  • Maintain accurate, current project plans, specifications, and drawing sets (document control).
  • Track and route project documentation: warranties, punch list status, O&M manuals, submittals, RFIs, and change orders.
  • Prepare project reports, meeting minutes, agendas, and logs within project management software (e.g., Procore).
  • Support contract processing, compliance documentation, and day-to-day administrative coordination.
  • Support special projects and continuous improvement efforts, as assigned.

What you’ll do – Bid Coordination & Estimating

  • Support bid package development, subcontractor outreach, bid-day coordination, and database/vendor list maintenance.
  • Assist with quantity takeoffs, bid leveling, estimate analysis, and subcontractor scope coordination.
Requirements:

Key skills

  • Strong analytical, organizational, and communication skills.
  • Able to manage multiple priorities independently while collaborating across project teams.
  • Proficiency with construction/project management software (Procore preferred) and scheduling tools (Primavera, Microsoft Project), plus Microsoft Office.
  • Ability to read and interpret construction documents (plans/specs), perform accurate calculations, and support RFIs/submittals.
  • Detail-oriented and deadline-driven in a fast-paced construction environment.

Additional requirements

  • Valid driver’s license, reliable transportation, and ability to travel as needed.
  • Ability to work a flexible schedule, including some nights/weekends (typical 50–60 hours during peak periods).
  • Ability to lift up to 25 lbs and meet standard physical demands of office and jobsite environments.
Why Horizon?
  • Award-winning culture – Top Workplace 6 years running
  • Long-term stability – Nearly 40 years of proven success
  • Industry leadership – NMHC Top 25 Builder (#15)
  • Career growth opportunities across multiple project types and markets
  • Commitment to safety – ABC-WI STEP Platinum Award Recipient
  • Collaborative, people-focused environment
