- Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering or Engineering Technology; Associate's Degree in Land Surveying, Mapping or Surveying Technology or a closely related field; and
- Seven (7) years of experience in professional land surveying, three of which must have been in a supervisory capacity.
Or
- Combination of education, training and/or work experience equal to or higher than the requirements listed above as determined by Human Resources.
Necessary Special Requirements:
- Possession of a valid Florida Professional Surveyor and Mappers' License.
- Possession of an appropriate driver license for equipment operated and any license, training or certification required by law or regulation to complete assigned tasks.
Nature of Work:
This is professional and technical work in the field of land surveying.
Under the direction of the City Engineer, an employee in this position manages, directs and meets the daily professional survey activities and needs of the City. This employee will function as the City surveying expert through project permitting, development and performance of professional surveying services. Work objectives will be assigned and results reviewed and evaluated by the City Engineer.
Examples of Work:
- Supervises staff and outside contractors to include: prioritizing and assigning work;ensuing employees follow policies and procedures; and maintaining a healthy and safe working environment;
- Selects personnel for the department, participates in the training and development of personnel, and responsible for various personnel matters (i.e., disciplinary action, etc.) in cooperation with Human Resources.
- Manages the activities and professional surveying needs of the City; which includes planning, coordinating, administering and evaluating programs, projects, processes, procedures, systems, standards and/or service offerings.
- Conducts development, permitting, platting, and legal description reviews, to ensure compliance with applicable codes, completeness and accuracy of information and/or other related issues.
- Serves as liaison with employees and external organizations; and represents the City at a variety of meetings, public events, training sessions, on committees and/or other related events.
- Ensures compliance with Federal, State and local laws, regulations, codes and/or standards
- Conducts land surveying services, which include: determining correct boundary lines; interpreting deeds and land descriptions; checking and certifying maps; identifying and resolving technical problems; providing formal testimony in quasi-judicial settings and/or performing other related activities.
- Layout and elevation verification on construction projects of various nature.
- Maintains the City's geodetic survey control monuments, which includes: inspecting monuments: coordinating the replacement of monuments with external contractors; coordinating control upgrades; and/or performing other related activities.
- Performs other duties as assigned.
Knowledge, Skills and Abilities:
- Knowledge of Florida land surveying principles, practices and methods, as well as applicable Federal, State and local laws, rules, regulations, codes and statutes related to surveying.
- Knowledge of managerial and project management principles and practices as needed to manage projects through delegating and prioritizing work assignments.
- Knowledge of computer and related software applications as needed to perform surveying computations and prepare associated documents.
- Knowledge of commercial, industrial, municipal, and utility construction practices in line with industry-standard techniques used in surveying.
- Ability to analyze problems, identify alternative solutions, project consequences of proposed actions and make recommendations in support of City goals.
- Ability to plan, direct and supervise the work of others.
- Ability to utilize interpersonal skills as applied to interaction with employees, outside contractors, supervisor and the general public, sufficient to exchange or convey information or receive and give work direction.
- Ability to communicate both orally and in writing technical information to a technical or not technical audience.
- Ability to establish and maintain effective working relationships with associates, contractors and the general public.

Work Environment:
