Program Analyst (Construction / Facilities) at EEC Solutions – Long Beach, California

EEC Solutions is looking for a Program Analyst (Construction/Facilities) to support a possible upcoming contract at VA Long Beach Healthcare System, Long Beach, CA.

Position Description:

The Program Analyst provides data analytics, project support, and space management assistance under the direction of the Program Manager. This role examines large datasets to identify trends, develops charts and visual presentations, and assists the Space Management Team with planning, surveys, and data-driven project decisions at VALBHS.

Essential Duties and Responsibilities:

• Attend weekly Space Management Team (SMT) meetings and participate in Working Groups with Hospital Services.
• Conduct database research of VA databases for information on patient projections; collaborate with VALB Informatics.
• Provide data analytics support: analyze data and build supporting products (charts, visualizations, reports).
• Translate space requirements into project plans covering the next 15 years.
• Support Space Management site survey of function, purpose, and ownership of spaces across the VALB campus.
• Assist the Space Management Team in planning and execution of space moves due to renovations, construction, or user requests.
• Work with spreadsheet software and relational databases to organize data; provide graphic design support for deliverables, organizational charts, and training materials.
• Communicate highly technical information to senior management, user community, and less experienced staff.
• Review assessments and recommendations in accordance with Federal Regulations and Standards and verify compliance.

Minimum Qualifications:

- Bachelor's Degree (preferred); or 8–10 years of relevant experience (SP2 standard).
- 2+ years of data analytics experience; minimum 1 year project management experience.
- Candidates must provide resume demonstrating data analytics and project management experience and/or bachelor's degree (SP2).
- Candidates must demonstrate proficiency with data tools (SQL, Excel, GIS).

Preferred Qualifications:

- Knowledge of data mining, data warehouse, R or SAS, SQL, statistical analysis, and database management. Experience with AutoCAD, Bluebeam, or equivalent CAD tools. GIS experience (ArcGIS) preferred.
