This position is with the Office of Administration, Division of Facilities Management, Design, and Construction (OA-FMDC) supporting the Leasing team within the Budget and Accounting Unit. OA-FMDC is committed to strengthening the State’s investments while providing a safe and secure environment through innovative design solutions and excellent customer service.

Responsible for managing leasing fiscal activity, including:

  • Preparation and reconciliation of state-owned, institutional, and Real Estate Payback (RESP) leases to include annual reconciliation, financial summaries, and appropriation activity for House Bill 13.
  • Assist with the maintenance, review, analysis, and evaluation of the Leasing Management System (LMS) and SAMII Financial that is used to track all statewide leases and contracts associated with each location.
  • Monitor and troubleshoot leasing encumbrance and payment documents rejecting in SAMII Financial.
  • Process journal voucher documents when needed.
  • Review invoices received from vendors for accuracy and process invoices in SAMII Financial.
  • Process incoming mail.
  • Manage and update information for all leasing changes to include encumbrance modifications, Recurring Payment Voucher (REPV) table updates, and reconciliation space changes.
  • Provide customer service support to all state agency leasing personnel, regarding various accounting issues in SAMII Financial.
  • Provide customer service support to all landlords and vendors, regarding vendor setup within SAMII Financial, electronic fund transfer (EFT) statuses, and other troubleshooting issues with invoices and payments.
  • Manage receipts and deposits of leasing related payments received from various sources.
  • Develop and provide standard/special leasing report/queries for use by OA-FMDC leadership and state agencies.
  • Assist team members and management as needed with other special projects.
  • Two or more years of professional business or governmental accounting experience including the processing of financial data which requires the interpretation and application of established accounting procedures.
  • Possession of a high school diploma or proof of high school equivalency.
  • A bachelor’s degree in accounting is preferred.
  • Advanced knowledge of Generally Accepted Accounting Principles (GAAP) and ability to apply them to varied accounting transactions.
  • Ability to perform detailed work using statistical and financial data.
  • Advanced knowledge of state statutes, Code of State Regulations, and statewide and OA policies relating to accounting procedures within Missouri State government.
  • Proficiency in Microsoft Office Suite (Word, Excel, Outlook, Access) to create reports and spreadsheets.
  • Advanced knowledge of SAM II Financial and the Data Warehouse.
  • Ability to communicate, collaborate, and lead with integrity in a manner that inspires trust and builds positive rapport with a diverse group of stakeholders and the public.
  • Self-starter with initiative to prioritize and execute work independently with minimal supervision; maintain a high level of attention to detail and identify and propose process improvements and efficiencies.
  • Ability to establish and maintain effective working relationships within the Budget and Accounting Unit, other state departments, and vendors.
  • Excellent attendance, work ethic, attention to detail, conflict management, and critical thinking skills.
  • Excellent time management, organizational, and planning capabilities to manage multiple competing priorities and objectives.
  • Possess and maintain a valid driver’s license from Missouri or from an adjacent state if you reside outside of Missouri.
  • Lack of post-secondary education will not be used as the sole basis denying consideration to any applicant.

    The salary indicated represents a base pay rate. If the individual selected or the position is eligible for a pay differential (e.g., shift, security, or years of service), it will be added to the total compensation in your paycheck. A pay differential does not raise your base pay.

    This position is in an office environment, and job duties may include prolonged periods of seated work at a desk, typing, written and verbal communication, problem solving, and the occasional ability to lift/carry up to 50 pounds. This list is not all inclusive, but a general representation of duties that may be encountered in this position; however, other duties may be assigned contingent upon business needs. Please note, this position is considered a “Category 0” under the Fair Labor Standards Act (FLSA), meaning the incumbent will not normally receive overtime compensation except in unusual circumstances as determined by appointing authorities.
