About This Position
GENERAL SUMMARY:
Responsible for overseeing and directing payroll procedures to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes and other deductions for all Bryan Health System entities. Plays a key role in ensuring compliance with federal, state and local payroll regulations and wage and hour laws..
PRINCIPAL JOB FUNCTIONS:
1. *Commits to the mission, vision, beliefs and consistently demonstrates our core values.
2. *Implements, maintains and reviews payroll processing systems, including timekeeping systems, to ensure timely and accurate payroll processing including salaries, benefits, garnishments, taxes and other deductions for all Bryan Health System entities.
3. *Manages and updates all payroll processing functions to ensure appropriate (and best practice) internal control procedures are in place and being followed.
4. Evaluates payroll processes to determine how those processes can be improved, streamlined and/or automated.
5. *Performs personnel management functions related to hiring, supervising, delegating, orienting/training, coaching/disciplining and evaluating payroll staff personnel.
6. *Has knowledge of payroll regulations and ensures compliance with federal, state and local payroll regulations and wage and hour laws.
7. *Oversees all federal, state and local payroll tax deposits and filing requirements, as well as associated reconciliations to payroll source documents and general ledger.
8. *Prepares and maintains accurate records and reports of payroll transactions. .
9. *Participates in all internal/external audits and reporting related to payroll by providing records and documentation to auditors and serves as main point of contact.
10. *Assists in coordinating and managing software upgrades for payroll and time and attendance systems.
11. *Writes, communicates and maintains procedures to meet government requirements and Bryan Health policies for payroll-related areas.
12. *Collaborates with the Human Resources to provide efficient and accurate compensation and benefit reporting to employees.
13. *Maintains confidential information by adhering to legal and ethical standards.
14. Performs data analysis and/or oversees the preparation of ad-hoc reporting of payroll-related information.
15. Maintains professional growth and development through seminars, workshops, and professional affiliations to keep abreast of latest trends in field of expertise.
16. Participates in meetings, committees and department projects as assigned.
17. Performs other related projects and duties as assigned.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
1. Knowledge of applicable federal, state, and local tax and payroll laws and regulations.
2. Knowledge of accepted accounting theory and practice.

5. Knowledge of computer hardware equipment and software applications relevant to work functions.

EDUCATION AND EXPERIENCE:
Bachelor’s degree in Accounting or Finance required. Master’s degree or Certified Public Accountant (CPA) certification preferred. Minimum of five (5) years of progressively responsible experience providing Accounting or Payroll functions required. Prior supervisory or management experience desired.
